Stefan Gannon held various positions of responsibility as a senior legal and policy adviser during his service with the Hong Kong Government. He was instrumental in crafting the structure and preparing the legislation for the establishment of the Hong Kong Monetary Authority (HKMA). He served as HKMA's General Counsel/Executive Director and advised on all aspects of its functions including the strategic use and investment of the Exchange Fund, regulatory supervision, monetary policy and operations both in crisis and business-as-usual and the management of litigation. Stefan contributed to a wide range of policy initiatives and led the preparation of various drafting instructions for domestic legislation concerning the financial services industry. In 2017 Stefan became the Commissioner for Resolution and from 2020 to 2024 he was the Special Adviser to the Chief Executive of the HKMA.
Stefan was Hong Kong's representative on the Resolution Steering Group (ReSG) of the Financial Stability Board (FSB) and played an active role in its policy debates and decisions culminating in the Key Attributes of Effective Resolution Regimes for Financial Institutions. He was appointed as Chair of ReSG's then Legal Experts Group and then chaired the FSB's Thematic Peer Review on Bank Resolution. Stefan handled the implementation of the resolution regime for G-SIBs and domestic financial institutions of systemic importance in Hong Kong. He headed HKMA's Banking Review and Development Unit and prepared the legislation to enhance Hong Kong's bank regulatory regime. He chaired the Study Group on Resolution of the Executives' Meeting of East Asia-Pacific Central Banks tasked with comparing member jurisdictions' resolution regimes, knowledge-sharing and preparation for cross-border crisis management.
Stefan is a Barrister (England & Wales and Hong Kong) and an International Tenant of 4-5 Gray's Inn Square. He is a member of P.R.I.M.E. Finance's Panel of Experts.
