Expert resume of Jacques Sevat

Jacques Sevat has worked at ING Bank for almost 40 years. He specializes in Collateral Management and Risk Management within the Operations Domain. He combines this expertise with a strong understanding of legal enforceability and the functioning of legal documentation at times of crisis.

In 1985 Jacques joined the Dutch Postbank in the Treasury area where he held various positions in both the back office and the Front office. In 1991 after the merger of NMB and Postbank he was responsible for International Credit Risk Management for Financial institutions and risk management for the Securitisations, Acquisition Finance and Insurance Corporate Finance franchise. In 1997 Jacques was seconded to London for an international assignment with ING Barings where he worked in Debt Capital Markets Securitisation/Origination. In 2000 Jacques became Head of Credit and Counterparty Risk for ING’s Financial Markets and Treasury area in Amsterdam and in 2004 he was appointed Global Head Collateral Management for the Bank and subsequently ING Group. He established a collateral management organization from scratch and expanded it, to span all time zones and legal entities within ING Group.

In 2014 Jacques was appointed Global Head of Regulatory Affairs and Market Infrastructure where he within the Global Operations Domain of the Wholesale Bank had a co-ordination role for Regulatory change and compliance, which included amongst other establishing an expert Operations team and organization for FATCA and CRS. More recently Jacques was- in an expert lead capacity - responsible for CSA Repapering for EONIA to ESTER under the Global IBOR project and the Repapering of Master agreements for Bail in and Resolution stay language for compliance with the BRRD Directives.

Jacques has nearly 40 years of Wholesale banking experience and more specifically in risk management and collateral management and financial markets documentation. His background includes first hand experience in dealing with the credit crisis in 2008, and the insolvency all the global Lehman legal entities and Icelandic banks and near failures of some Dutch housing associations.

Jacques also enjoys sharing his knowledge. In the past 10 years, he has given lectures to Master students in Financial Law at Leiden University (Law Faculty) and in 2024, to law students at the University of Surrey in Guildford.

Jacques holds a degree in Business Economics from The Hague Business School “J van Zwijndrecht”(HEAO BE).
